Santam launches Lloyd’s PAS with Alchemy and Buckhill in sub-three-month rollout

Santam, Africa’s largest short-term insurer, has partnered with Alchemy Technology Services and Buckhill to launch a new Lloyd’s policy administration system.

The platform supports Santam Syndicate 1918 and was delivered in under three months, combining Buckhill’s C2MS core technology with Alchemy’s programme governance and ecosystem coordination.

The compressed timeline reflects a delivery model built around pre-integrated components rather than bespoke system builds.

Configured in collaboration with specialist insurance technology partners, the PAS was designed to support accelerator products developed alongside Santam and to meet Lloyd’s operational and regulatory requirements from day one.

Approved late last year and delivered on budget, the solution went live on 1 January 2026. According to project participants, the timeline underlines how ecosystem-led delivery models now compete directly with legacy PAS implementations that often take years.

  • Buckhill deployed its C2MS cloud-based PAS, integrating components to support Santam’s open market, consortia, and line-slip business while maintaining compliance with Lloyd’s standards.

The platform establishes a repeatable framework for future Lloyd’s entrants, offering a template for standing up new syndicates without heavy reliance on legacy infrastructure.

According to Beinsure analysts, that repeatability increasingly matters as carriers look to expand internationally without dragging outdated systems along.

Amechi Peirce-Howe, director of global specialty markets at Alchemy, said delivering a fully operational Lloyd’s PAS for a new entrant in under three months showed what happens when specialist expertise meets modern technology. He said the project demonstrated a data-first alternative to legacy systems that insurers can deploy again rather than rebuild each time.
