Richard Offord appointed as Chief Executive of UK P&I Club's Singapore Branch

The UK P&I Club, a global provider of protection and indemnity insurance for the shipping industry, has appointed Richard Offord as Chief Executive of its Singapore Branch. His term begins on December 1, 2024.

Offord will replace Yiah Soon Ng (YS), who is retiring after leading the Singapore office for more than 27 years. Offord transitions from his previous role in London and will report to Andrew Jones, Regional Director for Asia.

Richard joined Thomas Miller in 1997 and, most recently, held the position of Claims Director, with a particular focus on ICA claims and Charterers’ cover, advising the Club’s Members on cover for various types of contracts including COUs and IMO 2020.

Asia-Pacific is an important region for the UK P&I Club and now accounts for nearly half of the Club’s entered tonnage. As a pioneering and critical transport and logistics hub within that region, Singapore represents a vital growth market for the Club. This is reflected by the recent expansion of the Singapore office’s proposition to include an underwriting presence – a response to the development of the marine insurance market in the region.

YS began his career at Thomas Miller Pty Ltd in 1997 as Claims Manager for the TT Club and the UK P&I Club’s Singapore Branch. In 2009, he became Chief Executive of the Singapore Branch and later took on the same role for the TT Club in 2017. Additionally, he has served as General Manager of Thomas Miller Singapore since 2009.

The UK P&I Club expressed gratitude to YS for his dedicated service and leadership. It also welcomed Offord as he steps into this pivotal role.
