The Federal Emergency Management Agency (FEMA) has introduced a digital purchasing service that allows property owners to obtain quotes and buy National Flood Insurance Program (NFIP) policies entirely online through Floodsmart.gov, removing the need to complete transactions through an insurance agent.
The service is available nationwide, including in Hawaiʻi, to eligible customers in nearly 22,700 communities participating in the federal flood insurance program. Applicants can complete the quotation and purchase process through a single online platform.
- FEMA has launched a nationwide self-service platform allowing eligible property owners to obtain quotes and purchase National Flood Insurance Program policies entirely online.
- The service is available across almost 22,700 participating communities, including Hawaiʻi, where the NFIP provides more than $16.5 bn in coverage to over 64,000 policyholders.
- The initiative supports the administration’s America First Resilience Strategy, with applicants able to buy coverage directly or complete purchases through licensed insurance agents.
The development expands direct access to federally backed flood insurance, traditionally distributed through insurance agents and participating insurance companies, while retaining those existing purchasing channels.
In Hawaiʻi alone, the NFIP provides more than $16.5 bn in insurance coverage to over 64,000 policyholders, according to FEMA.
How FEMA’s online flood insurance purchasing system works
The new self-service option allows applicants to receive flood insurance quotes by entering basic information about their buildings on Floodsmart.
Once a quote is generated, customers can choose whether to purchase their policy directly through the website or complete the transaction with an insurance agent.
Applicants selecting the online option can obtain coverage through the digital platform without completing the purchasing process through an intermediary. FEMA says the quotation and purchasing process can take only a few minutes.
Those who prefer working with an insurance professional can share their quote information with an existing agent or purchase coverage through a local or national insurance carrier.
Alternatively, Floodsmart can provide contact information for three licensed insurance agents in the applicant’s state.
The system therefore introduces a direct digital distribution option without eliminating the traditional agent-assisted purchasing process.
FEMA said the platform is designed to reduce barriers to obtaining coverage and make flood insurance more accessible to residents of participating NFIP communities.
FEMA connects digital insurance access to America First Resilience Strategy
The initiative aligns with President Donald J. Trump’s America First Resilience Strategy, which promotes a risk-informed approach to disaster preparedness and encourages Americans to take greater responsibility for protecting their property.
FEMA said simplifying flood insurance purchases supports the strategy by helping households manage financial exposure to flooding and potentially reducing their dependence on federal disaster assistance.
“I’ve seen firsthand how floodwaters devastate American communities,” said FEMA Administrator Cameron Hamilton.
We are making it easier for people to reduce their financial risk and protect what they’ve spent their lives building. With this new digital tool, you can get a quote and buy a flood insurance policy in a matter of minutes. This innovation demonstrates how FEMA is working to cut bureaucracy and deliver results to the American people.

The agency presents the digital purchasing option as a means of making insurance easier to obtain before a flood occurs, allowing property owners to arrange financial protection without relying exclusively on conventional distribution channels.
Flood insurance distribution expands through digital channels
The launch follows the insurance industry’s wider adoption of digital customer engagement and self-service purchasing systems.
For the NFIP, the new option provides an additional route to market while allowing customers to retain access to licensed agents and participating carriers.
Its nationwide availability also extends the same online purchasing process to Hawaiʻi, where existing NFIP policyholders collectively hold more than $16.5 bn in flood insurance protection.
FEMA identifies flooding as the most common and costliest natural disaster in the United States, making insurance coverage an important component of household financial preparedness.
Flood insurance provides financial protection against covered flood damage, helping policyholders manage the costs associated with events that could otherwise place substantial pressure on personal finances.
Through Floodsmart.gov, eligible property owners in participating communities can now obtain a quote, select a purchasing channel and arrange NFIP coverage digitally. The additional distribution option is intended to make financial protection against flooding easier to access while supporting FEMA’s objective of reducing reliance on federal assistance after disasters.
