Cowbell launches OMNI for AI-native specialty insurance

Cowbell launched OMNI, an AI-native Decision Intelligence System for specialty insurance, with an early focus on faster underwriting for small and medium-sized enterprises.

The company, which provides cyber and specialty insurance for SMEs, built OMNI on the Cowbell Platform. The system combines decision intelligence, workflow control and governance inside one AI-native structure for specialty insurance operations.

OMNI supports underwriting. It also supports claims, cyber services, customer engagement, product development and internal workflows. Cowbell said the system helps insurance teams make faster and more consistent decisions across the insurance lifecycle.

Its first large use case targets one of the harder problems in specialty insurance: high-volume, lower-premium excess and surplus business for SMEs. Traditional underwriting processes often struggle here because submission volume keeps rising, while per-account premium levels don’t support heavy manual review at scale.

OMNI uses specialized AI agents working with human underwriters. The system reviews submissions, evaluates risk, gathers internal and external underwriting intelligence and produces coverage and pricing recommendations with visible reasoning.

For eligible non-admitted business, Cowbell said quotes arrive in minutes instead of the days or weeks common in older specialty workflows.

Jack Kudale, founder and CEO of Cowbell, said specialty lines have become more segmented as pricing pressure, loss costs, litigation and volatility remain high. He said OMNI brings intelligence, automation, governance and performance measurement into one AI-native system built for specialty insurance.

Kudale said the system simplifies complex underwriting, makes digital risks easier to manage and helps brokers, policyholders and insurance professionals reach better decisions faster.

As Cowbell expands OMNI into claims, cyber risk work and product development, he said the company is building an intelligence base that improves how specialty insurance gets delivered.

The underwriting challenge is blunt. SMEs generate heavy submission flow. Many accounts carry lower premiums. Old underwriting models become expensive and slow when insurers apply them to thousands of small accounts with varied risk profiles.

OMNI addresses this with bi-directional AI agents and small language models. These agents gather data, read risk signals, assess appetite, route work and prepare recommendations for review. Human underwriters keep final authority, which keeps judgment, accountability and governance inside the process.

Cowbell described the result as a low-touch underwriting model that speeds responses without giving up underwriting discipline. Since deployment, OMNI has driven 53% growth in new business, according to the company.

Underwriting is the first measured application, though Cowbell has deployed OMNI across major specialty insurance workflows.

The system has three operating functions. Intelligence brings specialized AI agents and insurance-specific language models into underwriting, claims, cyber services, customer engagement and business development. Orchestration connects workflows, automates routine tasks, routes work to the right agents and compresses complex processes from days to minutes. Governance gives Cowbell visibility and control over AI-assisted decisions.

Bellwether, Cowbell’s AI performance measurement tool, tracks AI adoption, operational effectiveness and business outcomes. Cowbell said it uses the tool to measure responsible and transparent AI use across OMNI workflows.

Rajeev Gupta, co-founder and chief product officer at Cowbell, said insurance doesn’t need another chatbot. He said OMNI goes further by coordinating decisions across the specialty insurance lifecycle.

According to Gupta, OMNI helps underwriters evaluate complex risk and helps claims advisors accelerate claims handling. It also supports cyber risk recommendations, customer engagement and product development cycles for engineering teams.

OMNI is already changing how Cowbell develops new specialty insurance products.

By reusing underwriting intelligence, governed AI workflows and modular product functions, Cowbell said it reduced product deployment timelines from about eight months to as little as six weeks.

The recent launch of Prime One for the U.S. middle market shows how OMNI helps Cowbell build and deploy new specialty insurance products faster while maintaining underwriting discipline and regulatory governance.

Cowbell is expanding its specialty insurance business across North America, Europe and Asia-Pacific. OMNI gives the company a shared base for underwriting expertise, claims insights, cyber risk intelligence and operational governance while adjusting to regional regulation and market needs.

Gupta said the real breakthrough isn’t only faster product launches. He said Cowbell is creating an AI-native operating model where each new product, underwriting decision and claim improves the next one.

OMNI is moving across Cowbell’s operations in stages. The system will serve brokers, policyholders, underwriters, claims teams, cybersecurity advisors and partners through the Cowbell Platform and connected AI ecosystems.
