White House builds AI cybersecurity clearinghouse GOLD EAGLE

The Trump administration is trying to tighten coordination between federal agencies and AI companies on cybersecurity, with a new industry clearinghouse built to find network vulnerabilities faster and get software flaws patched before attackers exploit them.

The clearinghouse, called GOLD EAGLE, was introduced earlier this month by the Treasury Department, the Department of Homeland Security and the Pentagon.

President Trump’s bold vision to secure and accelerate American artificial intelligence innovation is being actioned through the creation of “GOLD EAGLE,” a clearinghouse that enables unprecedented cybersecurity vulnerability coordination. Open-source software partners and American critical infrastructure companies built a coordinated system to receive and patch cyber vulnerabilities at a speed and scale never seen before using the existing authorities and resources of the federal government.

AI companies were consulted during its development, according to National Cyber Director Sean Cairncross, who briefed reporters on July 14.

“Under the leadership of President Trump, we are bringing a wartime footing to the cyber domain to relentlessly patch vulnerabilities,” said Secretary of War Pete Hegseth. “GOLD EAGLE serves as the vanguard of America’s cyber defense. We are leveraging frontier AI alongside top American innovators to safeguard our critical infrastructure and protect the homeland.”

GOLD EAGLE has already begun to intake and prioritize identified cybersecurity vulnerabilities from across industries and sectors, coordinate scanning verifications, and ultimately ensure the security of our nation’s software and networks.

According to Beinsure, Gold Eagle grew out of the AI executive order President Donald Trump issued last month. The system is meant to give government and industry a more organized way to exchange information about weaknesses in AI systems, software networks and open-source code.

The administration is working with the Software Engineering Institute at Carnegie Mellon University on the platform that will handle the intake side of the clearinghouse.

Companies will be able to submit their most advanced models voluntarily for evaluation, rather than face a blanket testing mandate.

A separate system, the Vulnerability Information and Coordination Environment, will handle distribution, according Bloomberg. Cairncross said it will allow secure sharing of vulnerability information so software defects get fixed. The clearinghouse will also include open-source scanning, which puts public software libraries and shared code repositories closer to the center of federal AI security work.

Gold Eagle has become one of the main pieces of Trump’s June AI cybersecurity order. That order set out the administration’s approach to AI-related cyber threats after months of debate over how far Washington should go in supervising powerful new models.

The policy stopped short of mandatory safety testing for advanced AI systems. Instead, it gave developers a path to provide models to the government, with permission, for a 30-day review period.

Recent actions from the administration have looked less hands-off. Officials restricted Anthropic PBC from releasing its most advanced models after concerns that bad actors might exploit them. OpenAI, facing pressure from the administration, also limited the release of its GPT-5.6 model to government-approved partners.

Officials later lifted foreign access curbs on Anthropic’s Claude Fable 5 and Mythos 5 models after the company added extra cybersecurity guardrails. OpenAI then released its latest GPT-5.6 model suite after several weeks of talks with government officials.

According to Beinsure, that uncertainty matters because major AI developers have pushed for lighter regulation while still asking the government to help manage cyber risks tied to advanced models.

A senior administration official avoided saying whether the White House is considering more executive action on foreign access to US open-source models. The question followed reports that China is considering similar restrictions for its own companies.

For now, Gold Eagle gives the administration a practical tool rather than a full regulatory regime. It creates a channel for model reviews, open-source scanning and vulnerability coordination, while leaving unresolved how much control the White House wants over the next generation of AI releases.
