FEMA opens $1.5 bn in preparedness grants for security risks

FEMA releases $350 mn for Helene, Debby relief after delays

FEMA published funding opportunities across seven preparedness grant programmes, making more than $1.5 bn available to help US communities protect against terrorism and other urgent threats, according to Beinsure.

The funding sits across FEMA and Department of Homeland Security programmes designed to support state, territorial, Tribal Nation and local governments, along with infrastructure owners and eligible nonprofit organisations.

The grants direct federal money toward risk reduction, public safety and national security priorities.

FEMA made more than $1 bn available through the FY 2026 Homeland Security Grant Program. The programme helps governments build capacity to prevent, protect against and respond to terrorist threats.

The Homeland Security Grant Program includes three separate grant lines: the State Homeland Security Program, the Urban Area Security Initiative and Operation Stonegarden. Recipients under the State Homeland Security Program and Urban Area Security Initiative must connect projects to national security priorities set by the Secretary of Homeland Security.

For FY 2026, those priorities include stronger law enforcement coordination, critical infrastructure cybersecurity, election security, border security and protection for crowded public venues such as concerts and parades.

In addition to the Homeland Security Grant Program, FEMA today also made more than $500 mn available through six additional grant programs focused on protecting the American public from acts of terrorism:

  • FY 2026 Intercity Bus Security Grant Program funding opportunity, making $1.9 mn available to enhance the security of intercity bus systems. In years past, recipients have used this funding to conduct risk assessments and install new equipment like video surveillance systems and metal detectors. 
  • FY 2026 Nonprofit Security Grant Program funding opportunity, making $300 mn available to houses of worship, community centers and other nonprofit organizations. Recipients can use this funding to harden their defenses against acts of terrorism and targeted violence. This program helps ensure Americans can safely practice their faith and gather in community with one another.
  • FY 2026 Port Security Grant Program funding opportunity, making $95 mn available to port authorities and facility operators, as well as state, local and territorial government agencies. Recipients can use this funding to protect the nation’s critical port infrastructure from acts of terrorism and cyberattacks.
  • FY 2026 Transit Security Grant Program funding opportunity, making more than $88 mn available to protect transportation infrastructure, like city bus systems, ferries and passenger rail. This program is designed to keep the traveling public safe from acts of terrorism.
  • FY 2026 Tribal Homeland Security Grant Program funding opportunity, making more than $14 mn available to Tribal Nations. Through this program, Tribal Nations can receive funding to improve their ability to prevent, protect against and respond to acts of terrorism.
  • FY 2026 Intercity Passenger Rail Grant Program, making $9.5 mn available to Amtrak. This program is designed to keep the traveling public safe from acts of terrorism by enabling Amtrak to improve the resilience and security of its rail lines.

He said DHS is working with state and local governments to connect preparedness spending with national security priorities.

“The funding announced today is just one way that the Department is supporting state and local governments and aligning their efforts with national security priorities,” said Robert Fenton.
