Outmarket, an AI platform for insurance, announced the release of Proposal Builder, a new workflow designed to compress one of commercial insurance’s slowest tasks into minutes.
The company says the tool replaces a process that typically eats up hours of broker time with automated assembly driven by policy data and agency branding.
The launch fits Outmarket’s broader pitch to agencies that want growth without adding headcount. Proposal creation remains one of the most repetitive jobs in brokerage operations, heavy on copy-paste work, manual limit changes, and constant reformatting.
Proposal Builder removes most of that grind by turning raw policy documents into finished proposals with minimal intervention.
The workflow stays straightforward. Brokers upload policy documents. Proposal Builder converts them into modular proposals using the agency’s chosen layouts and brand rules.
From there, brokers can adjust text, visuals, and structure directly or hand edits back to the system. The output arrives client-ready, branded, and structured around pre-approved content blocks.
The commercial insurance sector is riddled with inefficiencies—from outdated systems to time-consuming manual processes that slow down brokers and carriers. Enter Outmarket AI, a newly launched insurtech startup that’s on a mission to change that.
With $4.7 mn in seed funding, led by Fika Ventures with participation from TTV and Dash Fund, Outmarket AI is building an intelligence platform designed to modernize commercial insurance with AI-driven insights and automation.

Founded by Vishal Sankhla and Anshu Jain, Outmarket AI leverages natural language processing (NLP), machine learning (ML), and insurance-specific knowledge graphs to provide real-time data analysis and actionable insights.
The platform acts as a connectivity layer for wholesalers, retail agencies, and carriers, streamlining the entire workflow – from quote comparisons to policy reviews. According to Outmarket, early adopters have already seen a reduction in quote comparison and policy review times by up to 80%.

The tool automates proposal assembly, pulling in policy-specific sections like coverage summaries, risk details, and firm information. Agencies can import their own templates, cover pages, team profiles, disclaimers, and visual standards. The system enforces those standards by default, reducing rework and last-minute fixes.
Customization stays central. Outmarket’s AI operates inside the editor, allowing users to refine messaging, layout, charts, and diagrams after the first draft. Brokers can edit manually or ask the system to handle revisions, depending on how close the initial output lands.
Outmarket describes Proposal Builder as a rethink of document creation with AI, built specifically around commercial insurance use cases.
The company positions it as flexible enough to handle other document-heavy workflows that drain time and staff resources, without stripping out client-specific detail.
Early pilot customers report sharp gains. Outmarket says brokers using the tool respond faster, reduce error exposure, and spend less time wrestling with documents. According to the company, that shift supports growth while tightening consistency across outbound materials.
Taine Wilson of Houchens Insurance Group said the ability to generate proposals that follow brand rules without manual effort changes how teams operate day to day. He said the process cuts agent workload while keeping agency standards intact.
Proposal Builder plugs into Outmarket’s wider set of workflows covering policy comparisons, quote analysis, and coverage gap review.
The company frames the platform as an end-to-end AI assistant across the client lifecycle, not a single-point tool.
Some customers focus less on vision and more on results. Commercial Insurance Associates says the platform delivered immediate returns after rollout.
Outmarket claims large agencies report tens of thousands of hours saved each year and cost reductions approaching $1 mn, alongside faster growth.
Troy Moody, COO of Moody Insurance, said other AI tools struggled with the nuance of complex commercial policies. He described Outmarket’s system as the first he’s seen that understands carrier quotes well enough to convert them directly into client-ready proposals, without losing context or intent.
