AXA XL, the P&C and specialty risk division of AXA, has launched AXA XL Excess & Surplus Lines Insurance Company, a dedicated legal entity created exclusively for wholesale brokers.
The new company, known as AXA XL E&S, will operate alongside AXA XL’s existing entities and participate in the same AXA XL pool as Indian Harbor Insurance Company.
It will serve as a dedicated carrier for wholesale broker relationships and issue policies developed by AXA XL with brokers across the U.S.
The launch gives AXA XL a separate underwriting entity focused on the Excess & Surplus market. The company said the structure is intended to sharpen its underwriting focus, expand technical capabilities and support business written through the wholesale distribution channel.
AXA XL E&S will launch alongside the rollout of Guidewire, which will become AXA XL’s E&S policy administration platform in 2027. E&S Casualty new business will begin moving to AXA XL E&S in early 2027, with existing policies scheduled to transition in mid-2027.
E&S Property business is expected to move to the new entity later in 2027. AXA XL said existing products and rates will remain unchanged during the transition to maintain continuity for brokers and clients.
AXA XL E&S has received an A+ Superior Financial Strength Rating from AM Best, awarded on March 25, 2026. S&P assigned the company an AA rating as of April 1, 2026.

Pilko said the dedicated company will allow AXA XL to use its risk expertise, products and international reach more directly in support of wholesale brokers and their clients. She added that the structure should give the insurer more flexibility to respond to changing market demand and support longer-term growth.
